Just Transition Participation Fund (FPTJ) for accelerating private investments in STEP areas
The Development and Investment Bank (BID) manages the Just Transition Participation Fund (FPTJ) in partnership with the Ministry of Investments and European Projects, acting as Managing Authority.
The financial instrument (FPTJ) is dedicated to SMEs and large enterprises, supporting investments in the counties of Dolj, Gorj, Prahova, Mureș, Hunedoara, and Galați.
- Loans for investments (without refinancing);
- Investments must be carried out in the counties of Dolj, Gorj, Prahova, Mureș, Hunedoara and Galați, in eligible STEP domains (Strategic Technologies for Europe Platform):
- digital technologies;
- clean and resource-efficient technologies;
- biotechnologies;
- defence technologies.
- Maximum maturity: 144 months, without exceeding the normal useful life of the assets;
- Maximum grace period: 36 months;
- Financing amount (eligible costs):
- min. EUR 300,000 – max. EUR 10 million/project, for SMEs;
- min. EUR 1.5 million – max. EUR 50 million/project, for large enterprises;
- Currency: RON;
Eligibility period: until 31 December 2030, with possibility of extension.
Companies SMEs and Large Enterprises, active on the Romanian market, that will implement eligible projects under the Programme, in the counties of Dolj, Gorj, Prahova, Mureș, Hunedoara, and Galați, and that:
- meet the criteria for state aid eligibility at the time of financing (according to the State Aid Scheme to be approved by MIPE);
- meet the customer due diligence requirements set out in the internal rules of financial intermediaries;
- ensure communication and visibility measures, in accordance with the requirements of Regulation (EU) 2021/1060.
- Zero costs for 70% of the financing amount (European funds);
- Grant (maximum 50% of eligible costs) that reduces the loan component from European funds.
The grant is awarded upon completion of the investment and will reduce the principal, provided that the initially assumed investment completion deadline has been respected.

Financing will be available through financial intermediaries selected by BID. The list of these will be published on the website after the completion of the selection process.
The eligible sectors include clean and efficient technologies, digital solutions and deep-tech innovation, biotechnologies and defence technologies, in accordance with applicable European regulations.
In the coming period, MIPE and BID will organize consultations for presenting the financing mechanism and informing potential beneficiaries. Detailed information will be published on the official websites of the two institutions.
