General eligibility criteria:

For UAT beneficiaries:

  • The beneficiary is not in financial distress or insolvency as regulated by Law no. 273/2006 on local public finances;
  • The internal lending regulations of the financing bank are complied with;
  • The provisions of the guarantee agreement regarding the issuance of the guarantee are complied with, including requirements on resilience and adaptation to climate, environmental and social changes, in accordance with the “Do no significant harm” principle.

 

For non-UAT public entity beneficiaries:

  • The beneficiary has no arrears older than 30 days in paying due obligations to the State budget and/or banking financiers;
  • The internal lending regulations of the financing bank are complied with;
  • The provisions of the guarantee agreement regarding the issuance of the guarantee are complied with, including requirements on resilience and adaptation to climate, environmental and social changes, in accordance with the “Do no significant harm” principle.

By complying with these criteria, BID ensures transparency, financial stability and compliance in the guarantee process, facilitating beneficiaries’ access to financing for sustainable development projects.
